The 60-year-old man and his 30-year-old daughter were killed in the shooting in Dawn Park around 07:00, Netcare 911 spokesperson Athlenda Mathe said.
They were declared dead at the scene.
Four witnesses, aged 11-19, were being offered counselling, Mathe said.
More information was not immediately available and police could not be reached for comment.
